OUR WHY

Across the United States, more than 328,000 children are currently in foster care, with less than half of those children, approximately 45%, reunifying with their families. Many children spend 18 months or longer in foster care, and nearly one-third remain for over two years, delaying permanency and stability. These outcomes reflect gaps in how families are supported, not a lack of strength within families themselves.

While recent 2024 data show a modest decline in the number of children in foster care, these figures do not tell the full story. A significant number of children are living outside of their parents’ care through informal, non-court-involved arrangements with child welfare agencies. Because these placements are not formally tracked at the Federal level, there is limited data to understand their true scope, duration, or outcomes.

As a result, families can experience prolonged separation without clear pathways to reunification, and children may remain in these arrangements for months or even years without the oversight and protections typically afforded through the court system.

This creates a complex dynamic in which agencies may reduce formal foster care numbers while still maintaining involvement in family separation, raising concerns around accountability and liability. For children and families, the impact is significant, uncertainty, lack of coordinated support, and extended time apart.

The H.O.P.E. Foundation exists to change that narrative by walking alongside families to ensure separation is temporary and reunification is both timely and lasting.

OUR DISTINCTION

The H.O.P.E. Foundation distinguishes itself by addressing a critical and often overlooked gap in child welfare: supporting families across the full continuum of parent-child separation, not solely those formally involved in foster care. Through the H.O.P.E. Continuum Practice Model™, families receive structured, individualized support that extends beyond reunification and includes intentional post-reunification and aftercare services designed to promote long-term family stability and success.

Unlike traditional models that primarily focus on system navigation, service referrals, or compliance-based interventions, the H.O.P.E. Continuum Practice Model™ is designed to support meaningful healing, skill development, family restoration, and sustainable reunification. Our approach recognizes that reunification is not simply an event or case outcome, it is a process that requires healing, preparation, partnership, and ongoing support.

A defining feature of the model is the integration of Reunification Support Specialists™, parents with lived experience navigating parent-child separation and successful reunification who are specially trained to provide trauma-informed, family-centered support. Through mentorship, advocacy, encouragement, and partnership, they serve as trusted guides who walk alongside families during some of the most challenging periods of their lives. Their role extends beyond reunification, remaining part of the family's support network to reinforce stability, connection, and long-term success.

Equally important is the role of the Family Empowerment Coach™, a trained professional who partners with families to identify goals, teach and model practical skills, and support the implementation of those skills in everyday life. Through structured coaching sessions, skill-building activities, observation, feedback, and ongoing support, Family Empowerment Coaches help parents translate knowledge into action and action into sustainable behavior change.

Rather than relying on a compliance-driven approach where parents are expected to simply complete services or "check boxes," the H.O.P.E. Continuum Practice Model™ creates psychologically safe environments where families can learn, practice, receive feedback, and strengthen new skills without fear of judgment. This intentional coaching process promotes confidence, strengthens protective capacities, and supports lasting family change.

Guided by a clearly defined practice process: Engagement & Trust Building, Healing & Stabilization Support, Coaching & Skill Building Sessions, Lived Experience Partnerships, Family Restoration & Reunification Planning, and Post-Reunification Support, the model provides hands-on, relationship-centered support that addresses both the practical and emotional challenges families face throughout the reunification journey.

Rooted in family-centered partnership, equity, cultural responsiveness, healing, and upstream prevention, the H.O.P.E. Continuum Practice Model™ addresses the underlying factors that contribute to separation while honoring the lived experiences and inherent strengths of the families served. By bridging the gap between policy and practice, the H.O.P.E. Foundation is reimagining reunification and transforming how systems engage families, ensuring that separation, whether formal or informal, is temporary and that reunification is safe, timely, meaningful, and built to last.
